Admin wants the adverse driving conditions to be put in the eld app so it pops up for the driver

Changes to the FMCSA "Adverse Driving Conditions" exception [395.1(b)] have enhanced the use of this DOT rule and necessitate it being available to use in the Encompass ELD system. Currently, there is no reasonable way for a CDL operator to show they are in compliance with Adverse Driving Conditions Exception FMCSA regulations in the Encompass ELD system. Merely adding a comment is not acceptable and will likely not be viewed well by a DVM/DOT regulatory official. Encompass needs to be programmed so drivers can show Adverse Driving Condition Exception and compliancy when using this rule.
